The Backlog:

Houston

As of August 2013, the Houston Police Department had cleared its backlog of 6,663 untested rape kits. Using $4.4 million in federal grant money and city funding, the Department outsourced all of the kits to private labs for testing, along with 1,450 more recently collected kits and 1,020 samples of DNA evidence from other crimes.

By October 2014, testing had resulted in 1,031 matches in the DNA database and 19 indictments, including 10 suspects who were identified and arrested for the first time.
