The Backlog:

In 2012, reporters uncovered 2,996 untested rape kits at police departments across the Phoenix Metropolitan area. More than half of them were at the Phoenix Police Department. Only one department, the Pinal County Sheriff’s Office, had an official "test all" policy. Mesa Police and the Maricopa County Sheriff's Office also reported testing all kits. While the Phoenix Police Department has since changed its protocol to test a greater number of kits, it stopped short of implementing a "test all" policy.

In September 2015, the Manhattan District Attorney's Office announced the Maricopa County Attorney's Office was awarded $1,929,145 in funding to test 2,300 rape kits.
