The Joyful Heart Foundation, a national organization working to end the backlog of untested kits nationwide, today announced that Connecticut, Oregon and Utah have become the latest states in the country to enact comprehensive rape kit reform. Each state has adopted the six pillars of reform recommended by Joyful Heart and leaders in this field.

The Joyful Heart Foundation today congratulated Connecticut Governor Dannel P. Malloy on the successful passage of SB 17, which mandates development of guidelines for tracking sexual assault evidence kits across the state and expands sexual assault survivors’ rights to know about the status of their kit. First Lady Cathy Malloy and the Connecticut Alliance to End Sexual Violence also championed the legislation.
