Florida Introduces Gail’s Law to Implement Statewide Rape Kit Tracking System

Yesterday, Senator Linda Stewart (D-13) and Representative Emily Slosberg (D-91) introduced Gail’s Law (S.B. 1002 and H.B. 673). This legislation would create a rape kit tracking system, granting timely access to information about their kits to thousands of sexual assault survivors throughout Florida. We are proud to stand alongside Gail, RAINN, Sharity Global, and the Florida Council Against Sexual Violence in support of this meaningful and survivor-focused bill. 

“Sexual assault victims should have the right to know where their rape kits are throughout the collection and testing process,” said Ilse Knecht, Joyful Heart’s Director of Policy and Advocacy, “In fact, Joyful Heart’s 2016 report, Navigating Notification, found access to information about the status of their cases can promote healing for survivors of sexual assault, and that the lack of knowledge can be harmful to their wellbeing. This bill will also increase transparency around the rape kit handling process. We support Gail’s Law because behind every kit is a survivor who deserves to be informed.”

Through legislation at the state level, Joyful Heart Foundation has implemented a national campaign focused on six essential pillars. The goal: to pass comprehensive rape kit reform legislation in all 50 states. Establishing a rape kit tracking system is one of those six pillars.
